Yes, you can use this on Urzas Saga with the third lore counter ability still on the stack, activate it to generate a colorless mana, put it on the bottom of your library and then tutor for a 0 or 1 drop artifact, shuffling your Urzas Saga back to a random location in your deck to reuse it later

Also similar to lands, one of the big reasons that Commander 2018 was so poorly received is that the decks were severely lacking in good colorless cards (in fact, for half of the 2018 decks, the only colorless card worth mentioning was Sol Ring, which has been in every Commander deck since the start of the series)
