It's often easier to administer 10 poison counters to an opponent than to deal 40 damage, and it gets even easier to administer 10 poison counters when you have an army of toxic Rats

They also need some method to finish you off, which is often a card which doesn't do much for the deck otherwise

Instead of having to deal 40 damage or mill 90+ cards to take out one opponent, you only need to give them 10 poison counters
