You might also have seen it played with The Gitrog Monster , where its used to both tax opponents who want to draw cards and put cards into the graveyard to enable the decks convoluted combo lines

I think some of the way it taxes your opponents can be interesting, especially in a game of Commander with multiple players, but I feel like I don't think this card has legs in other formats, at all
